policy for reflectors?
Hi all,
I'm new to the Think Tank, though I've been around bike coops and advocacy for years. I searched the archives but didn't find anything relevant to my question...
Do any of you have a policy about whether and which reflectors (or lights) must be installed on a bike that leaves your shop? Has your coop had a discussion about it? I'd like to hear from those groups who've considered the question, to provide input for our own discussion on it.

At Bikechain every bike that we sell comes with lights and the required by Ontario law reflective tape on the front fork/rear chainstays. It's more to do with making sure people are safe than anything to do with some sort of liability, there is no requirement in Ontario that bikes sold have to come with any sort of reflectors/lights just that the bikes on the road have to have them.
I would check with the relevant laws in your area as to what is required on a bike being sold. The other consideration is that lights/reflective tape add to the price of the bike so just be aware of that.
As for just bikes coming in to be worked on, I've never heard of a shop requiring bikes to have all of the legally required reflectors/lights to be repaired. Either at a bike co-op or a regular bike shop.

At our shop, the Elyria Bicycle Education Center, we have the practice of making sure each bike sold has both front and rear reflectors. Our thinking is that this is appropriate since Ohio law requires both on bikes so we want our bikes to be legal when leaving the door. We do purchase new reflectors occasionally since salvaged bikes do not always have them or they are in unusable condition.

OCBC also installs reflectors on all refurbished bikes, since, as Ed mentioned, they are required on all bikes sold in Ohio. We also offer them for free to anyone who repairs their own bike in the shop, or buys an an as-is bike we sell, or even just walks in and wants some (we salvage them from every bike we can't repair, so have lots).
Also, Ed, if you'd like to avoid purchasing new ones, we offer bulk used ones to partner orgs http://ohiocitycycles.org/2018/04/20/partner-organization-training-services/ like EBEC, since your vols had a special group training Shop Class series with us.

Just as a note there is a difference between some places where the bicycle sold must come with reflectors on it and most places where the bicycle must have reflectors while in use during certain times. I can't find any mention that Ohio requires bikes being sold to have reflectors on them at the time of sale.

We used to ensure that reflectors were installed but Illinois State Law changed and no longer requires a rear reflector to ride at night if you have a red rear light. We require a front and rear blinkie light on all bikes leaving the shop whether part of our build-a-bike program or our ready for sale bikes.

At Sacramento Bicycle Kitchen, we sell all bikes as-is and do not require anything, however, reflectors are all free so folks can add as many as they like.

When I worked at Cycles of Hope in San Jose, we installed front and rear reflectors, pedal reflectors, and spoke reflectors. I'm not sure how much of this was legally required versus just shop policy.
A few times when we had high end MTBs donated, we sold them without reflectors with a "for off road use only" tag.
