We manage 100+ volunteers with signup.com. It's not perfect (the ads are annoying,) but it provides the majority of the functionality that we want, and all of the functionality that we need. Non-computer savvy folks have trouble with it, but for anyone with a basic grasp of computer skills, it works just fine.

Hi, Andrew --

I'd suggest doing your own implementation of CiviCRM.  There are dozens of vendors out there who will claim great expertise in doing such an implementation *for* you, but IME working with four or five of 'em it's like hiring someone to scratch your ankles for you -- only you know where it itches in the first place, and by the time they can get down there to get any work done, the need has passed anyway.

The most important issue is clean data; no DB application exists that can be of help to you if your initial data is bad in the first place.
