Hi Aaron, not sure what it's like Stateside, but in the UK, I'm pretty sure insurance is essential even if just recommending repairs and alterations to people working on their own bikes, not just providing these yourselves.  There are ways to get around insurance but it's usually frowned upon from what I gather.

Whilst many insurers here can offer coverage, a few (such as Butterworth Spengler) specialise in cycling and can thus provide comprehensive quotes, are familiar with risks and if anything does go wrong, they're probably better placed to support.

We offer popup-servicing to local corporate clients as well as training and servicing in our workshop within a gift economy (essentially on a 'pay what you can' basis) and we need a minimum of £5Million Public Liability and Products insurance for this.  I hand built our premises, turning a shipping container into a solar powered, insulated timber framed workshop and due to this, I think we pay a bit more (it's pretty odd and anything odd = uncertainty = risk = ££ / $$ it seems).  Also, because it's in a high risk area. We have very comprehensive Risk Assessments, Method Statements and loads of policies - but this doesn't seem to have dropped out insurance premium...useful though ;)
