Ghost bikes and collective action
Hi everyone, I'm writing with sad news from Mexico City. A cyclist was killed two days ago by a drunk police officer who hit him and another cyclist who is still alive but in critical condition in the hospital.
It happened in downtown around a very busy area and workers from the mercados nearby caught the police officer who tried to run away after the crash, but immediately, more than a 100 riot cops arrived to save the cop and to arrest people who were trying to make justice on their own hands. An ambulance never showed up.
Today the chief of the police department announced that the cop who was driving was negative on the alcohol test, so she is only going to get fired but will face no other charges. We are so sad, angry and feel powerless about not being able to do much. Today we are going to have a ride at night in memory of the dead cyclist and on saturday we will install a ghost bike for him.
I'd like to hear what you all have done in these cases, what else besides ghost bikes and rides have you done when you have faced such terrible situations like this one? Any ideas? Have you documented any action you have done? Also, I know legal procedures may be so different but, have any of you used any legal tool in these situations?

Setting a precedent is important. If there are lawyers who want to represent, having a case is easier to do against a cop, at least here sometimes, than a random driver because it is more high profile. In LA, people have rides specifically about fallen riders and get people together to educate them. We also, if someone has things taken to court, organize rides to the courts to pack the courts with cyclists to show support. We have a local filmmaker who has a heart for fallen riders and their families and he has been showing a couple of short films at art events, summits, and other events to get the word out. -Ariel

This is awful, sad news Jim.
Talk to lawyers, for sure. But first speak to the families and find out what support they want/need. Perhaps they will take the police to court? Find witnesses!
In Toronto we had a bike courier killed by a well-known politician in his car and it got a lot of press. The case did not go to trial however, because there was not enough evidence. Justice was not served, and the politician used his position to gain sympathy and even wrote a book defending himself (ick).
Are there groups in Mexico that regularly deal with police corruption? they would probably want to hear about this.

Lock the police station down. Form a barricade in the form of bikes locked together. Lock the city hall down and or police station. Do this until the mayor makes a public declaration about why the police need not be responsible.

In L.A. we've done a die-in at the site of a bicycle fatality to call attention to hit and runs. There was another instance in which we did a blood-in at the courthouse prior to a hearing, where everyone doused themselves in fake blood.
Is there any sort of protest or action planned at the moment?

We just had a memorial ride and it was absolutely impressive, around 2000 cyclists showed up and we did a Die-In at the Monumento a la Revolución. I talked with the rest of the coordinators about the blood-in, we loved the idea but we only had a couple hours. I'm pretty sure there will be more protests and actions for this.

This is the beginning of a long trail. There is usually a strong court splash, then a long process for the families. We had a famous tree scientist killed by a driver from behind in what appeared to be quite deliberate driving. We had prominent retired citizens follow the whole court process, reporting to the bike community and the press what was slowly happening. Still not satisfied I took on the process of starting California legislation for safer car passing law, A 3-foot for safe passing law. I wrote the legislation and submitted it to an author legislator,,, keeping this short, 4 years later we he the legislature approval and the Governors signature. Sorry but this work must be done, not one more cyclist death by uncontrolled cars is acceptable!

Today the chief of the police department announced that the cop who was driving was negative on the alcohol test, so she is only going to get fired but will face no other charges. We are so sad, angry and feel powerless about not being able to do much. Today we are going to have a ride at night in memory of the dead cyclist and on saturday we will install a ghost bike for him.
I'd like to hear what you all have done in these cases, what else besides ghost bikes and rides have you done when you have faced such terrible situations like this one? Any ideas? Have you documented any action you have done? Also, I know legal procedures may be so different but, have any of you used any legal tool in these situations?

CritMass may have an example of someone's mowed down south of the border somewhere, during an event, others may have deets...
Bike advocacy groups, generally have a PC way of ignoring it, (v. CM), but long term change with the System/Man seems to go that way with them.
Unfortunately, significant change doesn't seem to happen until after deaths, at least around here...

Thanks again everyone for your kind words and support, here is a short video and a Facebook album of what happened yesterday. Two of the organizers of the ride are now talking with the family and hopefully we'll put the ghost bike this weekend or maybe next week.
All your input has been incredibly helpful and I've shared this thread with everyone who has been involved in organizing and working in this. We really feel grateful to know our community goes beyond borders.
I'll keep you posted on what happens.

Hi everyone,
After last week ride and meeting with the police department, yesterday some folks from Bicitekas and other bike collectives had another reunion and basically they told us the police has no money and not enough employees to control, give tickets and enforce the law. They told us that only 200 police officers are authorized to give tickets and have the proper equipment to do so, and considering that there is an estimate of 4 million cars everyday in the city, this is obviously not enough, they admitted they can't do anything.
The police officer who killed the cyclist is out and not much can be done. Anyway, this Saturday we will install the ghost bike in honor of Castulo and keep working in hopes of receiving support from the local government and not only the ignorance and apathy of the police department.

We just had 2 more killed in the Inland Empire (CA) this past week. We are up to 16 for the year. I would love to see a massive Critical Mass the turn's into a die in that blocks freeway exits and entrances on a Friday afternoon.

Here in Guadalajara after the first cyclist was killed in 2014 we covered the governor's personal residence with cardboard ghost bikes, symbolically making him bear the responsibility of all the ghostbikes since his tenure, and officialy delivered a statement and a real ghost bike (they are obliged to take and place a "reception timestamp" on whatever you bring to them officialy) we basically told them that we are exhausted and the problem is way out of our hands and that they had to start doing their goddamn jobs, beggining with placing the ghost bike themselves.
they did not place the bike in the correct location but since they wanted to somehow makes us less angry the put it right on the court of the Secretaría de Movilidad (Mobility Secretary), that also got us a meeting with the secretary and helped push a couple of legislation changes.
please make videos if you do a die-in and count on GDL en Bici for any actiong, legal or otherwise.
