Not personally a fan of income verification because it creates an us & them atmosphere. We all pull together and everybody gives a little more than she gets. We only give bikes or parts as incentives for volunteering, without means testing.
That said, I think the standard most charities use around here is food stamps. If you qualify for them, you qualify for all sorts of freebies, but not enough to actually live comfortably.
