At one point we had the same good problem. When stands were full, we put out a sign-in sheet. The person would write their name, cell number, date and time. When a stand opened, we'd call the person. That way they could be around at a shop, and then come back quickly. We never had as many people as you - so we had more wiggle room. I'm not sure how that would work with a serious line up.
