We use cheap Kryptonite locks from QBP for our kids programs - our "Rodeo" large group programs get combo locks that cost us ~$3.50-4.00, and our Earn-A-Bike program kids get nicer resettable combo locks that cost us about ~$8.00.
Not as secure as chain/padlock, but less intimidating to hand to an 8 year old.
