Just some thoughts:
- Some of these accommodation options (e.g. AirBnB) can be pretty pricey. I
also see question marks around food, stipends and other resources to support exchange mechanics. Has there been any effort towards making template budgets for these items to help host shops determine costs?
- Has there been any thought about work permits (or similar) for
international exchanges? Are there alternatives, such as internship-type programs?

All good points.
Here is an idea of what the Exchange experience could be like in a manner that takes it beyond the mailing list, gives it a space on bikecollectives.org as a link and an explanation.

How to make it sustainable?

This sounds great! That kind of vacancy would be perfect.
But again, a primary missing device here is a consistent and sustainable way to post availability in both directions.
Doing it informally, i.e. just by habitualizing it as a mailing list thing, can be easy, but also easily atrophy, with new members of the community completely unaware it was ever a practice or possibility.
Understood re: Godwin. I'd prefer to wait for their attention and do it via bikecollectives.org. Is there a way to get word back if it can get on their itinerary, even if only at some distant future point?

I'm hoping we can use a community organization's dormitory to host people. They have a dorm between two or three campuses in which they house first generation college students from families who have recently settled in the states... someone from their org mentioned that it was a shame that no one used the space during the summer.

Noah, what do you mean by mailbox?
Cyclists, all great input!
- community organizations
- campus housing
- airbnb special deal
Just getting together some ideas of placesd for shops to consider approaching to arrange a place to stay for a visiting exchange.
This won't go on bikecollectives.org anytime soon. Godwin has his hands full.
Keep the ideas coming!
How about: -YMCAS -retired community member's homes

I mean I guess why not use bikecollectives.org as the channel? Like a space/checkbox/description field/whatever set aside on every org's page?

So I guess the main step here would be a channel, hopefully a consistent and sustainable one, where regional CBS's could signify they have ready and arranged accommodations. The second thing would be a way to use that or a similar channel to announce when they are soliciting an exchange. In reverse that channel could be used by Directors or mechs or specialists of whatever type to announce they had availability in their schedule to travel, or even advertise types of info they had prepared for exchange.
Even then we still get stuck at travel expenses. But we can tackle that separately.
