My suggestion would be to contact the League of American Bicyclists http://www.bikeleague.org/content/staff. They have League Certified Instructors that generally work in these types of situations. As a part of their ongoing certifications they have ongoing training and are provided insurance coverage.

This is a one year contract with the possibility to renew if funding is available and has a cap of $35,000 per year.
