Either tack on to another organisation and work through them for financing and stuff, or just get some of the basic tools a stand and some basic knowledge (to the internet!). If you do the later be sure that you have a regular time and place that you are meeting, like monday/wed 4pm at the elementary school parking lot. eventually people will start helping put and the project will gain traction.
the tacking on to another organisation is great for starting up but with already established entities there is much bureaucracy already in the mix.
