Hi folks!
I am currently pursing dual master's degrees in Env. Sciences and Public Administration. One of my courses is Urban Transit, and a project for it is a mock presentation tailored for a City Counsel study session. Another organization in town already focuses on advocating for infrastructure and we already have a bike share, so I would like to 'educate council' on bicycle co-ops. Has anyone done this? Or even better (maybe I'm dreaming), but does anyone know of any co-ops that are city-sponsored in some form?

Recycle Ithaca's Bicycles is kind of sponsored by our city - by proxy. Our parent organization, though independent, is substantially funded by the city (among other sources).
RIBs isn't a co-op, though. Our history and community has a lot of background with cooperative structure and mutual aid, but we have a hierarchical structure planned for the foreseeable future.
Our city also has a infrastructure advocacy organization, and a bike share, so your situation and ours may be similar.

The Iowa City Bike Library (bikelibrary.org) has received various forms of city support over the years, including nearly free rent in a city-owned building while I worked there a few years ago. You might want to reach out to them for more info.

OCBC has worked closely with the City of Cleveland over the years as a subcontractor for SRTS education, first through the Dept of Health and then directly for the school District, and have done lots of work with the Rec Dept. for local EAB's at Rec Centers (funded with grants that we obtained). I would not say we are in any way "backed" by them though -- we were invited by a previous councilman to seek City funding for an Earn a Bike program, but found the application and reporting requirements too burdensome to be worth it.
Having this kind of partnership with a gov't entity helps with "legitimacy" but also leads some to think that we are "government funded" and therefore everything we do or sell should be free.

The Rockville Bike Hub, in Rockville, MD, has gotten storage space from the City to help us support a program we run with them giving bikes to elementary school kids. We might also be getting workspace from the City if ongoing talks work out. In return we support that kids program and we support a Bike to Work Day pitstop. If the workspace comes through, there might be other things we will support, or programs might get expanded.

I interviewed with The Recyclery in Port Townsend, WA (not hired) They have something like you are looking for in that, if memory serves, their space is provided by the city.
