It would need to be viewable and editable by anyone. Does anyone know of something besides Google spreadsheets or calendar that would work for this purpose?

Common Cycle in Ann Arbor, MI was used Google sheets as you described. We also explored the use of TimeCounts: https://timecounts.org/
I can't comment on if they are still using TC. It has a lot of benefits, and acts like a CRM. I recommend it if you're really committed to diving into a more active relationship with your data and volunteer contacts. The downside for your use is that it's not as easy to pop open the sheet and check availability, because each user needs a login. That's compared to Google, where most users are already logged in to a compatible email account, or you can simply allow public access.
Bikes Together in Denver, CO uses MyVolunteerPage from Better Impact. I only have experience with this on the volunteer end, not the admin side. It's a good tool because it allows on-site timesheet check-in, and sign-up ahead of time. Based on my experience, volunteers are good about using the check-in feature, but the sign-up feature doesn't seem to get a lot of use. Most people seem to depend on the same crew being available most weekends, and those folks tend to communicate off-line about any gaps in their availability. Overall, these factors are cultural, so your mileage with any given software may vary.

Volunteers for Salesforce works great for this, though we don't do anything fancy for shift checkin - just page on a clipboard and a volunteer entering hours in once the shift starts. We trade parts for time, so tracking hours accurately was key. I did add the functionality to check hours (total hours = vol hours - hours spent) but out of the box it works easy enough. It has a lot of options and one of them is everyone can edit any row. It's not perfect, but it works, and no login is required.

Thanks all for the suggestions, I'm going to stick with Google Sheets for now as it seems the easiest for repeatability and being able to easily print out is essential. I will look into these other options if spreadsheets stops working for Bike Farm.

We are using Volgistics. It is $15/mo which is decent given how powerful it is. We've been using it for about 9 months now and I am pretty happy with it, however, it doesnt integrate. As for something that anyone can edit, you can set up multiple admins and folks can add or remove themselves at any time, but that is the extent of it.

Really all I meant is that it doesn't talk to other software like for example, eventbright, mail chimp and facebook do.
It takes a while to learn but once you do it's pretty slick and the online support is very helpful and quick.

The Bridge City Bicycle Co-op http://bridgecitybicyclecoop.com/ has been using signup.com for the past few months.
It is pretty ad heavy when on the free tier, but seems to be doing the job well enough. There are other organizations locally that use it as well, so there is some volunteer familiarity. It sends out shift reminders automatically, which is nice, and is fairly easy to use.
We are currently evaluating other solutions (including some listed in this thread!)

Great topic!
One of our staff members made a really nice one that works well for us. Has a web interface so people can choose their own shifts and we can get an overview of who’s hosting when.
During our monthly staff meetings, we’ll all open it and sign up for shifts on the spot from our phones.
It's on his github github.com/zhirschtritt
I chatted with him and he says although it’s not quite yet self explanatory to set up for a new shop he’s willing to help other bike kitchens set it up.
