It is a fun way to be involved in the festivities of your cities events while promoting bicycling as an everyday means of transportation for everyone, and lowering the carbon foot print of each event , the city, and the planet. It is also an opportunity to work with your community spreading cycle frienly service and encouraging cycle culture .
*"For Brian Drayton, bike parking is not just a convenience; it's a necessity, a mission, a movement in the making. Richmond Spokes, the organization he founded in early 2009, provides valet bicycle parking at about 25 small- to medium-size events throughout the Bay Area each year. But more impressive than that is his sheer ambition. "I want people to understand we can use bikes for everything, everyday," Drayton said. "There should be as many bike-parking facilities as there are gas stations in the world."*

We've been doing BV for about 6 years using a DYI system of canopy parts and conduit. http://www.canopiesbyfred.com/index.cfm?fuseaction=category.display&cate... Part F4 - 1 inch And http://www.homedepot.com/p/Allied-Tube-Conduit-1-in-x-10-ft-Electric-Metalli... There are two wall thicknesses, make sure to get the thicker one. We cut the 10' in half for the legs and then string 10' sections together. (you can also buy end pieces like what it pictured in the foreground of the picture below, but not necessary)
It ends up looking like this.
http://www.flickr.com/photos/renobikeproject/6971200826/
Easy to break down and you can connect as many sections as you want. Just an affordable option, not trying to undercut anyone.
Feel free to holler if you need any help.

I like your system.. and it is light and easy to deploy. Too many loose parts for me . My original design was with conduit the one inch conduit for legs and the 2" conduit for the racks.
They where so sturdy that I still use them after three years in service.. The limitation was the combined weight of 20- 30 of them at 10.12 lbs each was killing my bike trailers. The new ones are 4. 23 lbs and half the length because they accordion... It's nice to be able to pack 20 of them on a bikes at work or burley cargo trailer and deploy parking for nearly 300 bikes. and not have to haggle with matching extra parts and extra pieces to assemble. I actually want to get the diy ones going because of the ability to make custom configurations and think the canopy fixtures with the pvc can be the coral fencing... I've been using climbing rope and road ballards

i built some while i was at Community Cycles in Boulder that may still be around or not. i don't have any photos but i think i can describe them well enough. Rich or Wanda or someone there may have photos of them in action.
A frames, built out of commercial sheet metal studs dumpstered with permission from construction sites and bought/donated from a local construction materials re-use place. one rack consisted of 2 a frames and two 10' lengths of 1.5" conduit. the legs of the A-frames were lengths of metal studs, about 6 feet long. they were attached on both sides by two pieces of plywood. (4 pieces of plywood per A-frame.) one at the middle, where the crossbar in an "A" is, and the other was a trapezoid of wood that matched the angle of the studs. Each of those had two 1.75" holes drilled, next to each other horizontally. this allowed you to use three A-frames with two pieces of conduit for a double rack. if anyone wants, i can sketch this design up for clarity. the design was pretty good and stable. once we started loading them up with clunker steel bikes, the conduit would bend a bit, so bike parking monitors had to pay attention to this as they were loading the racks. two A-frames and one piece of conduit held 6 bikes before starting to give under the weight, depending on the bikes. i.e., not 6 steel cruiser bikes. they were light enough that i could carry 10 or 12 A-frames and as many lengths of conduit on one bike trailer trip, with plenty of extra space in the trailer for toolboxes and some basic tabling materials.
i hobbled those together fairly quickly, and by the end of my time at the shop, the bottom of the legs (open sheet metal studs) had started to get dinged up and bend inwards. i'm certain that some shoring up with pieces of plywood or other metal of some kind would make them last years.
