We just applied for REI's Youth Recreation grant for $5,000. I feel pretty good about the proposal we sent in. What have been other program's experiences with REI's giving program? Thanks.
Any advice on picking up a bunch of the shifter/cable sets for old three-speeds on the cheap?

Yes, one can order them, as Sturmey Archer still exists and the
catalogues have always listed those kits. Not so sure about Shimano 3-
speeds though, and not so sure about your definition of "cheap". ;)
