There's also a really effective, active, 11,000-member cycle campaigning organisation in London, the LCC: https://en.wikipedia.org/wiki/London_Cycling_Campaign & http://lcc.org.uk/
They campaign on loads of cycling-issues, and work with the city admistrators at various levels.

The congestion charge played a big part in it: https://en.wikipedia.org/wiki/London_congestion_charge That came in in 2003, so their 15-year timescale is almost certainly meant to correspond with that. The fact that their (conservative and right-wing) mayor is very pro-bike and dedicated a billion pounds to cycling infrastructure has likely helped too. http://oilprice.com/Latest-Energy-News/World-News/Mayor-of-London-to-Invest-1-Billion-in-Bicycle-Infrastructure.html It's nice when bike infrastructure is just considered to be a good thing by politicians, and not a right-wing wedge issue. It's also worth noting that London did most of its growing as a city before automobiles, so the streets are pretty narrow and car-unfriendly (a good thing in my opinion).
