What is your webhosting situation? Most web host will offer some sort of email list. This here email list uses Mailman (http://www.gnu.org/software/mailman/index.html). It's very nice and very popular. Oh, and it's very free and open. We also use Mailman at Sopo for our volunteer email list. Our webhost, www.dreamhost.com, has it pre-installed for each account.
