[TheThinkTank] Community Development Block Grants for bike co-ops?

Hi All,

Has anyone on this list written a (successful or unsuccessful) community development block grant application to start up a local bicycle co-op? I'm working on one now and would appreciate any advice or assistance in terms of the application.
