I disagree with the idea "a waiver doesn't mean much legally." The meaning is State dependent and significant in even in the most waiver unfriendly States. Research your local laws to ensure legal effect (Also, try checking other, established, local event websites). I strongly advise the use of waivers for participants, volunteers, rentals and 3rd party contractors.

We are having our grand opening Tweed Ride this coming Saturday and are looking for waviers in English and French or a short 4km ride. Does anyone haev something like this they would like to share?
