Abandoned Bike Ordinance?

Greetings! Through the Delta Bike Project in Mobile, Alabama we are working with city leaders and the Mobile Police Department to update certain ordinances that have neglected to meet the needs of our city. One of those ordinances we seek to create is an ordinance that allows the City/Police to recover abandoned bicycles that have been chained up for some (unknown) extended amount of time. We hope that the Delta Bike Project could be the recipient of those bikes for inclusion into our Time is Money Program <http://www.deltabikeproject.org/time-is-money-program/>. It's also a way to clear up our very limited amount of bike parking - something we're also working on through various fundraisers and agreements of understanding to install fixit stations and bike racks. Are there examples from this group of ordinances in your city that allow public safety officials or others to recover abandoned bikes? Do you have examples of that language that you can share? Also, are there other similar ordinances that are good to accompany these? We are lucky to have the ear of the City Leaders and the Police Department, so we would be ever grateful for feedback on this issues. At Reno Bike Project we did public giveaways of light sets (not the best, they were free from the DOT, but better than none). We had them available at our community bike shop and gave them away during 2-3 hour pop-up events in public places (bus stations, popular intersections, university campus) with an RBP brochure and some bike safety literature. Our only rule was that we'd only give one set away per person with their bike (no extra sets for friends who weren't present or without seeing the bike). We also gave a few away to people using wheelchairs, no problem. We had a lot of success in distributing them and talking to/educating passers-by. Unfortunately, we found out after a couple years that the front light wasn't, in fact, bright enough to meet the NRS on bike lights at night, and people were getting ticketed by the cops. So NDOT kind of screwed up on that one. I digress; am attaching the survey we asked recipients to complete in return for their lights. Light giveaway structure

Howdy, I've heard other folks share that they give away headlight or taillights through their programs. Do you have any sort of structure to that? Paperwork? Rules? Guidelines? We are hoping to give away quality light kits that'll be used long term so we are trying to seek out how others have approached similar situations. Has anyone done a Memorandum of Agreement?

Our organization has been asked to come up with an MOA for a bike mechanics education program that we provide to at-risk youth and adults. One of the features of the program, is that we've been able to place at least one of the participants who was unemployed long term before the program in a job at a local bike shop. We also do an earn-a-bike with the participants. It seems like a really good idea to have a boiler plate MOA that we could use when we do elementary school bike clubs (we've done two), and high school earn-a-bike and mechanics programs. Does anyone have an MOA that you've used for similar programs? We don't want to be too rigid and scare partners away, or make it too difficult for ourselves to stick to them. But we also need to get an idea of what should be covered and how specific and binding an MOA needs to be. Thanks in advance, Randi Direct email Randi(a)hjfw.org

insurance for bike valet

Hiya Does anyone have good liability coverage for running bike valet for an event? Bicycling for Louisville can't seem to find the special event overage it needs to enter a contract with a local festival to park about 500/day for 3 days. Any leads appreciated.
